WoW Forever Rare Mounts FAQ
No. A mount is learned by the character that obtains it, so a Deathcharger on one character does nothing for another. The exception is the Spectral Bear, whose Legacy Points are account wide even though the mount lands on one character.
On a drop based mount the runs repeat until it does, and the number of attempts does not change what you pay. That is the whole reason to order one rather than farm it: the price is fixed and the luck is not your problem.

Every one of these is luck or a schedule, not skill
Rivendare's Deathcharger is a rare drop from one boss in Stratholme, so the only route through is repeat clears with no end date. The Winterspring Frostsaber is steady daily progress that cannot be rushed. The Pack Kodo is weeks of crate turn ins. The Spectral Bear is not bought at all, it arrives at fifty five Legacy Points. A geared character is no closer to any of them than a fresh one, which is what separates this page from gearing: you are buying repetition, or a calendar.
