Yes, and that is a real part of the value. A class challenge leaves you a levelled character of that class, and a profession challenge leaves a profession that still crafts. The points are account wide on top of that.

Sixty five points, and every character draws on them

Legacy Points are account wide and they are the only currency the three perk trees accept. There are sixty five of them across six kinds of content, and the distribution is lopsided: classes and professions hold forty five between them, because a class challenge is one character of that class taken to 25, 45 or 60, and there are nine classes. None of it is difficult. The volume is what makes it long. Points earned above the spending cap still count toward the reward markers, and the bear sits at fifty five.
