WoW Forever Honor Points FAQ
No, and that is the point of it. The rare PvP set is bought with honor alone, so a character with enough of it is geared without ever climbing the rank ladder. Ranks gate the epic seals, the mounts and the titles, which are a separate purchase.
Real players queue and play real battlegrounds on your character. There is no faster method and no exploit involved, which is why it is priced by the batch with the rate visible rather than sold as an unlimited package.

Honor buys the rare set with no rank at all
This is the part of Forever PvP that is open to everybody. Honor comes from any PvP content and it buys the rare set outright, so a character with enough honor is geared without ever touching the rank ladder. The ladder is a separate bar for the epic seals, the mounts and the titles. Honor is farmed in real games by real players here, which is why it is sold in batches with the rate on screen rather than as a vague package, and anything banked already stays where it is.
