How is the loot handled?

Raid loot is a roll, so no run can promise one exact item. What the order promises is a number of drops held for your main spec, or every one of them if you take loot priority. The count is agreed before you pay.

WoW Forever Raids FAQ

Yes, on self-play you join the group on your own character and play the fights with the team. On piloted a booster plays it for you. Both are open with any loot option, and the method is set in the order before anything starts.

Three raids, and the lockout is the point

WoW Forever opens with the Barrow Deeps at ten players, Hyjal Summit at twenty and Onyxia's Lair at forty. Twenty two bosses between them. The hard part is never the fights, it is getting forty people into one instance on the same evening, and a pug that loses five of them is finished for the night. A booked run uses a reset you have not spent, so nothing on your character is used twice, and the loot option you pick decides how many drops are held for your spec rather than rolled for.
