WoW Forever PvP Sets FAQ
The rare set is bought with honor and needs no rank. The epic set is that same set upgraded using seals that only ranks award, so it costs more and takes about seventy days because the seals sit behind the weekly rank cap.
Yes. The rare set is the first half of the epic one, so buying it now and the upgrade later costs the same as buying the epic set outright. Nothing is wasted by starting with the rare version.

The rare set, then the seals that upgrade it
Two products on one page because it is one decision. The rare set is bought with honor and needs no rank, so it is the cheaper and faster half and it is what gets a character competitive. The epic version is the same set upgraded with the seals that only ranks hand out, which is why it costs what it does and takes about seventy days: the seals are gated behind the weekly rank cap and nothing moves that. Pick whichever matches what you actually want at the end.
