To the point where the vault is the bottleneck, a few days. Past that it is weekly resets and no service changes that. The estimate on the order says which side of that line your target sits on.

The vault is weekly and nobody can change that

Most of the item level above a certain point comes out of the Great Vault, which fills once a week from keys, raid bosses and PvP. A gearing order works every source that is open now and then waits for the reset like everybody else. Anyone promising the season ceiling in two days is promising something the game does not allow.

Catalyst charges are what finishes a tier set

Tier pieces drop where they drop, and the catalyst is the system that turns the wrong piece into the right one. Charges accrue over the season, so the usual problem is not finding gear but having the charges to convert it. That is its own row here because it is its own job.
