Level 30 is the gate on everything
Ranked does not unlock until 30, so a new account cannot be climbed, cannot be placed, and cannot do anything this site sells until it gets there. That is the whole reason this service is on the page. It is also the most tedious stretch in the game, which is the other reason.
Starting part-way up costs less
The price is the distance, not the destination. An account at 18 pays for twelve levels rather than for thirty, which is why the control is a range with two handles instead of a single package.
