Four of the heroics need a key and each key needs a reputation. If you do not have them, add the reputation to the order and the quote covers it.
Roughly a dozen, plus the reputation for the keys. The page lets you buy them a few at a time rather than as one package, which is how most people work through the list.

Why anybody buys heroics
Badges, keys and the pre-raid list. A fresh seventy cannot walk into Karazhan in questing gear, and the route from one to the other is a dozen heroic runs plus the reputation for the keys that open half of them. Buying the runs a few at a time is how this is actually done, which is why the page is a catalogue with a quantity rather than a package.
The keys, and the reputation behind them
Shattered Halls, Shadow Labyrinth, The Arcatraz and the Steamvaults each need a key, and each key needs a reputation. If you do not have them, add the reputation to the order and the quote covers it. Magisters’ Terrace needs nothing but a level and is the hardest of them, which is why it is the most expensive row.
