The list is public and it does not move

Classic has no secondary stat lottery and no titanforging: a spec has one best-in-slot list, everybody can read it, and it has been the same list for years. That makes gearing here a question of access rather than luck, which is why it is sold by the piece as well as by the set.

Tier 3 is a different kind of order

Naxxramas tier is the only set in the game that cannot be farmed casually: the raid needs forty people who know it, the attunement comes first, and the drops are per boss per week. Everything about that is scheduling rather than skill, which is most of what the price covers.
