Call of Duty: Modern Warfare 4 Prestige FAQ
It resets your military rank, not your guns. Weapon levels, attachments and camos are tracked per weapon and survive every prestige, which is why weapon levelling is a separate order from this one.

Ten prestiges, each a full run
Prestiging resets you to rank one and starts the fifty five again, ten times over, with a Master grind past the last one. It is the same work as military rank repeated, which is why it is priced per prestige rather than per rank: you are buying whole runs, and the summary names them as runs.
