Placements decide that and nobody honest will promise a specific badge from them. Your booster ranks well above where the account sits, so the result is as good as ten matches allow.

Do I need Prime to get a skill group?

Yes. Competitive matchmaking and its skill groups are Prime-only, so the account needs Prime status before placements can be played. There is a Prime toggle on the order if you are not sure.

A skill group is per map, not per account

Counter-Strike has never given you one rank. Every map carries its own skill group, and getting one on a map means winning ten placement matches there. That is why an account can sit at Legendary Eagle on Mirage and be unranked on Ancient, and why this is priced per match on a map you choose rather than as a single account-wide job.

Premier is a different number

If what you want is the CS Rating figure that Premier shows, that is the Premier page, not this one. Placements here decide the skill group badge on a specific map in competitive. The two run side by side and neither one moves the other.
