Because the pieces overlap. Levels, bags, riding money and a profession are one route through the world, and a booster doing them together is not doing the same walk three times. The packs are priced below the same services bought separately for that reason, and the cards say exactly what each one contains.
A Hardcore character that runs out of space starts leaving food and bandages behind, and that is how characters die. The starter packs include bags for that reason rather than as a filler line, and the smallest one is mostly bags and silver.
