pick 2+Apex will not let a new account queue ranked until it reaches account level 50. That is there to keep smurfs out of ranked lobbies, and it costs a new player somewhere around twenty to thirty hours of pubs before the mode they bought the game for opens up. This is that requirement cleared for you, on your own account, so the first ranked game you play is one you are there for.
Two options, and the second is not a discount on the first. A fresh account is a known quantity: level 1 to 50, start to finish. An account already part way there has to be looked at before anything is played, because what is left is different every time, and that assessment is why it is priced a little higher rather than a little lower.
